Should vCLS VMs be present on non-DRS-enabled clusters?

Hello,

I've got a couple of 7.0U3 hosts running, which I've turned into a cluster. My license was an Essentials plus one. Under Configure->Quickstart I went ahead and enabled DRS, without knowing that it was an Enterprise license feature.

I've disabled DRS and enabled only HA. I do see that on each host a new VM has been created, related with vCLS. Should a VM like this exist, when DRS is not available at all? I'm asking because from what I can see, vCLS seems to be related solely to DRS (or to HA, when coupled with DRS).
