100% VM CPU Usage, but Ubuntu displays on 20%

Hello!

I have a Ubuntu 20 (CompatibilityESXi 7.0 U2 and later (VM version 19) ) installed on a vm and i I start it vcenter says that it is constantly using 5,8 ghz (2xIntel(R) Xeon(R) CPU E5-2699 v3 @ 2.30GHz (idk how it even has more than 4,6 ghz)) if i view it via htop inside the vm it says 20% at max.

What about VMware tools? Have you installed it? try to update the version. 
Test VM when you will add additional CPU.

The specification for your CPU is listed on intels website:

Your processor base frequency is 2.30 Ghz, but the Max Turbo Frequency is 3.60 Ghz. It is possible to use more CPU Frequencies then the base frequency using "Intels Turbo Boost", so your 5,90 Ghz is from the Turbo boost. 

your htop is not showing 20%, but 120%, using the "turbo boost". Does this make sense?
