An USB-stick/dongle works on one ESX system but on two other ESX systems not

An USB-stick (with a led) is used as a dongle with a license key.
When I insert the usb stick into one ESX server, the led lights up and the USB stick is accessible.
When I insert the usb drive into one of the other two ESX servers, the LED does not light up and the USB drive is not accessible.
We use ESXi 7.0.3
Must I configure an ESX server before it accept a USB-stick?

Ensure the USB Arbitrator service is running on the ESXi hosts where the USB stick is not recognized. This service is essential for managing USB passthrough to VMs. You can check the status of this service and restart it if necessary through the ESXi Shell or SSH by using commands like /etc/init.d/usbarbitrator status and /etc/init.d/usbarbitrator restart.
