ESX can act as NTP server, but not sure about ESXi. Here're the steps for configuring NTP server in ESX. You can give a try on ESXi with the mentioned steps in KB.

AFAIK the esxi server can't be a NTP server. But the esx server can be.
IMHO it isn't a good practice to configure a vm as ntp server. It's known the vm's can easily have time drift issues.

Solution
Run time correction software in the guest operating system. Options include NTP, w32time, or VMware Tools periodic time synchronization.
I guess we'll make some tests.
p.s. Local NTP-server will be updated from other NTP-servers in Internet.
