I have 2 ESXI 5.1 Data center and both have spikes in CPU utilization Jumping for High everyday, I have Voice Cisco Call Manager which is impact Voice Application by unregistered all Cisco Phone for 3 Min and Register again.
Please let me know what is the best Practice to avoid this issue.

You know that ESXi serving to virtual machines and any load is related to virtual machines, so your should check your virtual machine during the time.
May be, a process consumed high CPU usage the ESXi host.
I would start with upgrading to vSphere 5.5 since 5.1 is no longer supported from August.
If then still problems you can look into using reservations on those VM:s that are for realtime communication.

Please check the CPU utilization for running VM's in Esxi. If any VM CPU utilization shows high check the service inside the VM. Also recommend you to upgrade your Esxi and Vcenter Server
