Recommendation for Windows 2022 install for a small company

We are a small company that has 2 vmware servers we used the free ESXI, however, we need to install Windows 2022 and Windows 11 and I believed vTPM is required.  I think a paid license is necessary to do vTPM.  What is the best option for us considering we only have 2 vmware servers?   Thanks for your suggestions

You do not need the TPM to deploy 2022 VMs. I have dozens of them running. Windows 11 you will
