VMOTION fails at 21% . It works only when the ESXi management agents are restarted

We have a cluster with VDIs. The vmotion fails at 21%. It happens only when the ESXi hosts management agents are restarted.

Any input what could be the problem

Can you provide a little more context?
Which version are you running?
Does it happen on all the hosts or just one?
Did you check any logs? 
Are the hosts responsive during this process?
Are your ESXi hosts working properly?

Can you please check vmkernel.log and vmkwarning.log?

Can you provide a little more context? - This cluster contains only VDIs. These are unable to have vmotion and if we manually initiate it, it struck at 21%. If we restart the management agents of the ESXi server, it migrates without any issue.

Which version are you running? - Dell ESXi 6.5U3

Does it happen on all the hosts or just one? - All hosts in the cluster
Did you check any logs? 
Are the hosts responsive during this process? -- yes it is responsive
Are your ESXi hosts working properly?--yes
