When enabling HCX in VMC on AWS, it installs the latest HCX Cloud and then gives you a download link to install the HCX Connector on-prem.
If On-Prem vSphere is legacy such as version 6.0, does this same HCX Connector work and is it able to migrate workloads (ex. bulk migration) to VMC on AWS?

vSphere 6 is EoGS so it is not supported to run HCX with it.

You could upgrade to vSphere 6.5, or perhaps look at vCenter Convertor.
by vCenter Convertor you mean convert the VM from legacy to supported ESXi?
Does vCenter Convertor support converting physical to VM on VMC on AWS directly? (SDDC 1.22 or 1.24)
Will there be such support coming shortly if not?

There are obviously many factors at play with regards to supported OS etc, however it can be used to convert a physical server or VM directly into VMC.
For larger migrations HCX is still recommended.
