Horizon RDSH Idle Out?

We have a very small farm publishing an app to about 40 users in our Horizon RDSH 7.13 farm. Recently, we had reports from some users that while they are active on an RDSH session, they will receive this popup randomly:

users are receiving on active “non idle” RDSH sessions. The technician indicated that the problem was with the PC, however, the error seems to be coming from the RDSH side of the house. The RDSH session is killed even if you key prompt on the error.

On the RDSH servers themselves, no timeout settings have changed, and really none were really ever in place. It's rather canned. As a possible troubleshooting step, we changed these 3 local policy settings on each server to Enabled/Never, after leaving them Not Configured (which should have accomplished the same)

The farm time settings are as follows:

The problematic users come to our Horizon environment via the internet/WorkspaceOne (Horizon is fronted by UAGs in our DMZ). Users at the same site that DO NOT see the issue, come to our environment via VPN and authenticate directly to Horizon. We have VDI desktop users hitting the environment externally, 1000+ users, that would come in via the same UAG/WS1 instance, and they never complain seeing an idle out issue. It seems isolated to RDSH users coming in via the internet.

Any feedback is appreciated.
