NIC disabled when a full VM is provisioned in Horizon

I have a Horizon 8 2006 environment. I created a dedicated automated full VM pool with a Windows 10 template. I also created a VM Customization Specification for that particular pool in vCenter. When a new machine starts provisioning it provisions with the NIC disabled and gets stuck customizing because it can't finish because the NIC is disabled. I can manually enable the NIC but since it's already passed the point of customizing the VM it won't finish and change the name of the VM and add it to the domain, I have to do that manually. If I manually clone the machine without Horizon the NIC is enabled. Something somewhere when Horizon provisions the new VM it is not enabling the NIC. I checked the MAC address of the provisioned VM's and they all have a unique address. Anyone have any ideas?
