In the release notes for ESXi 3.5 Update 1 it says that health information can be consumed by HP Insight Manger 8.0. Is there something new in this release to support that? All I can find is vicfg-snmp
Thats what you need - the CIM information is exposed via snmp.

I believe that this may just be for ESX 3.5 and not ESXi - http://kb.vmware.com/kb/1003697.
I was informed by HP that you need a HP specfic ESX embedded version.

That is correct. Each OEM has the possibility of customizing ESXi. This can range from displaying the OEM name on a welcome screen to adding OEM-specific health management capabilities.
The generic image does not have OEM customization, you need to get the OEM image. In the case of ESXi embedded, it is obviously the case since it ships with the machine. In the case of ESXi installable, you need to get the right one.
So would the OEM also be releasing updates (e.g like ESXi 3.5 Update 1)? If so can we expect that they'll maintain the same release schedule that VMware does? And if I'm using Update Manager, how will I download these custom patches?
No the updates are all inclusive so there is only one Update 1. OEM customization is preserved.
