RHEL 9.0 template failing to customise the ip in guest os. it takes the ip of default template .
If you could tell what you use to customize the ip adress. Are you using cloudbase-init or the customisation spec from vcenter ?
you can create a policy from vcenter > menu > policies and profiles > vm customization spec.
Or have you tried that already? you can use the prompt for ip option in the policy and during template deployment check the box for vm customization.

my question is how are you trying to set the custom ip?
the method i mentioned earlier should work.
On the VM which got failed the IP assignment, you can try to assign the IP manually and try to see what error it is getting or it gets pass. sometimes in /etc/sysconfig/network-script u might have unwanted ifcfg-ethx profile file and when vRA tries to customise it. restart of network service gets fail.
Try to assign IP manually and failed VM and check if it allows you.
