Thanks all for the tips in getting me going on the right direction.
I realized that I didnt want to the the custom spec path because that would tie me down to the vsphere environment and I wanted a way to do it for the cloud environment.
I ended up following the steps in the link below and it worked great!

Ensure that VMware tools is installed on the template.
Create a VM Customization spec in vCenter. I like to test a manual clone using this custom spec to ensure that it is working as intended. The spec has the option to sys prep, generate new SID and join to domain.
Add the name of the custom spec to the blueprint.
If you are still having trouble, search through this community. There are several examples from previous versions but the method has not changed.
You can create an Active Directory Policy to join VMs to a domain during the provisioning process. You need to add an Active Directory endpoint in vRA using an account with privileges to add computer accounts to the domain. You then configure this AD policy on your business group and can target a specific OU in the AD structure.
