Is it possible to have multiple instance of vROPs targeting the same vCentre instance i.e. to have a test instance of vROPS for learning and alert development. Would this incur additional license costs? I am running Enterprise plus ESXi licenses.

Keep in mind that there will be some additional CPU load on vCenter and that you can only register one vROps instance with vCenter webclient.
