Is it possibe to set a static (permanent) ARP entry for an IP on an edge service gateway, analogical to Cisco command "arp ip.ip.ip.ip 0123.4567.89ab arpa " ?

If yes - Will the permanent ARP entry survive a redeployment of the ESG?

You can check via show arp command on NSX edge CLI. Based on the traffic flow during the redeployment phase, ARP enteries will show stale/reachable and HA interface ARP cache will be permanent in Active-Standby deployment.
Note: Redeploying edge will cause a slight disruption in the traffic flow.

As per me, It is not possible to add static arp entry on NSX edge. I wasn't able to find any link for such in official documentation. But you can add a static entry on DLR using net-vdr command.
net-vdr --nbr -a -i destIp -m destMac -n lifName vdrName
