NSX-T 4.0.1.1 - host transport node "partial success" failed to create VTEP

Hey,

I installed NSX-T for vShield endpoint to connect my trend micro DSM.
I first tested in a lab and it was successful, but I have issues on production.

- Step 1: create a IP pool 
Networking / IP address pool
Subnet x.y.z.80 - x.y.z.89
CIDR x.y.z.0/24

- Step 2: creating a transport zone
System / Fabric / Transport zone

- Step 3: Configure a transport node profile
System / Fabric / Profiles / Transport node profiles

- Step 4: Prepare the hosts
System / Fabric / Nodes / Host Transport Nodes

One of the nodes gets a "Partial Success" result

with the following message:

On the ESX host who succeeded (ESX05) I have a new vmkernel adapter "vmk10", but not on the one who got the "partial success" (ESX10)

For information:
- I'm using DVS
- The ESX hosts are running same versions and configuration

I noticed that in my lab I get this version information:
Version 4.0.0.1.0.20159689

Production is:
Version 4.0.1.1.0.20598957 - Limited Export

No idea why I got "Limited export" for version 4.0.11

I also noticed that in the deployment service for Trend micro I get "EPP only" on prod
