What is ONE VM limitation of vCPU # and Mem size ?

I need to build RedHat 7 or CentOS 7 on top of the machine (AMD Ryzen 7950X) so as to consider VMWare Workstation Pro. The physical machine will be 16 cores / 32 threads, 128 GB memory. 

So ONE VM is expected to take all (or almost all) physical machine's resource (CPU and Memory). Questions to be advise before placing the order.

Technically, can we allocate 16 vCores or even 32 vCores to ONE VM?

Can we allocate 128GB (or near 128GB) Memory to ONE VM, too?

Workstation Pro v17 will be right choice ?
