I was able to fix this issue on Windows 7 by doing the following:

  1. Turning off my antivirus (Panda Cloud Antivirus)

  2. Control Panel | Programs | Turn Windows features on or off

  3. Turn off Microsoft .NET Framework 3.5.1

  4. Install VMware Workstation 7

  5. Turn on Microsoft .NET Framework 3.5.1

  6. reboot

Thanks for the tip on this. After getting the error 1935, I used services.msc and disabled the Microsoft .NET Framework services. It worked for

me on Windows 7 64bit. I figured I'd confirm the fix here for others to

find.
