No user management in vCenter 5.5

According to the documentation, I should see Administration > Single Sign-On > Users and Groups.  When I got  Administration, I see Roles, Sessions, Licensing and so on, but no Single Sign-On option. I checked the web interface and it was the same. I tried to add a user with ssh. It sort of worked- the user can login to vCenter, but can't ssh because I can't add the account to the right groups- the usermod command lacks the "-a" switch. Anyway, I doubt it is the right approach. Can you please help me to sort it out.

You should login with the administrator@vsphere.local account to see the sso menu option.
