Deploying OVF Error: The operation failed due to The operation is not supported on the object.

I'm trying to deploy the VIO vApp on an ESXi 6.7.10302608 via vCenter 6.7.20000.    I am getting the error: The operation failed due to The operation is not supported on the object (see attached).  I've tried a few time on different ESXi servers and have downloaded the OVA a second time. 

I've gone as far as opening the OVA and validating the checksums of the files against the manifest.

Any help/thoughts would be appreciated

1. What kind of network connection do you have on the hosts? 1GB Ethernet of FOC?
2. Is your client on the same sub net as the  Esxi Hosts?

Yes, we have 1Gbs, and the client is on the same subnet.  I have also tried it connected to the same switch as the VCSA and esxi host.  The error pops up almost immediatly after clicking the final deploy button which leads me to believe it may not be a throughput issue.

Interesting enough, I can deploy the OVA locally in Fusion which tells me the OVA is OK.
