Insufficient Space on datatore Error

I keep getting this error as I'm trying to increase a hard disk size of a VM from 825GB to 860GB (so a 35GB increase) and there is at least about 85GB available space but each time I'm getting a "Failed to reconfigure virtual machine IIVS-DC. Insufficient disk space on datastore ''" error. Seeing if this is a common issue or where I can go to

have you recently changed datastore location?  also did you power off VM before changing?

I did not change store location and did power off VM and same error. I even tried it powered on and same issue. I powered off all VM in the VM host and same issue.

is this a vsan cluster? -- do you have any vm's that can be powered off? maybe resources are being utilize on stand by - maybe turn off some vms and then give resources to new VM.

I'm not sure but I do know the client use to have a mail server that was about 600GB in size. This was removed from the environment about 2 months ago and we deployed another VM that is thin provision for up to 500GB.
