Mellanox ConnectX-3 passthrough stuck in Enabled/Reboot Needed

Tried to enabled passthrough for Mellanox ConnecctX-3 PCIe on 7.0.  Status is stuck in enabled/Reboot needed. 

Rebooting and toggling passthrough a couple of times but neither fixed the issue. 

Firmware for NIC is latest version.

What else to check or fix?

I have a box with connectX-3. Can you share the ESXi build details. I can do a check.

The box is on 7.0 build 15843807
