Long story short I accidentally/intentionally broke the new vCLS feature with 7.0.1. I had a iSCSI LUN that became corrupt and needed to be recreated entirely. This happened to be the shared datastore that DRS chose to store its vCLS VMs on.
Is there any way that I can force the agent manager to re-create this process entirely?
It seems the workaround for this is to create a new cluster and move the hosts over. When I setup DRS again the vCLS VMs were deployed from the templates and the "Healthy" status returned.

The vCLS agent VMs are tied to the cluster object, not the DRS or HA service. You can however force the cleanup of these VMs following these guidelines:
sorry to necro-bump. i'll add the more recent/popular solution for others searching.
1) set cluster into "retreat mode"
2) wait for vCLS's to auto remove.
3) set cluster non-"retreat mode". done.
