The driver could not be loaded because a previous version of the driver is still in memory

I’m seeing a reoccurring issue on the 1909 images.  Sometimes VDI will show ‘Agent Unreachable’.  After investigating, in vSphere the VDI doesn’t pick up an IP Address. In the device manager, there is an issue with all of the VM devices with an error “the driver could not be loaded because a previous version of the driver is still in memory”  The workaround is to reboot the VM; however, I’m seeing this issue more frequent.  Any ideas?

I know this is old, but to anyone might encounter a similar error, our problem was related to McAfee DLP.
