The VMFS Datastore has locked files on a different host. This is preventing the access to or copying off the virtual machine files. Logged in as root & DD copy will not work due to unable access file error.
try to find the host which holds the lock: https://kb.vmware.com/s/article/10051
vmotion the vm to that host
shutdown the vm
copy
