vSphere missing Read-Only permissions

I'm trying to set up some read-only users in vSphere. When I go to look at the privileges that role has, it doesn't show anything. If I assign the role to a user anyway, when I log in it says "Unable to login because you do not have permission on any vCenter Server systems connected to this client."

If I try to create a replacement Read-only role, when I go into add privileges, I don't see any that are view only, only those that allow modifications.

Am I doing something wrong or did I lose all the read only permissions?

You won't see any assigned privileges for that role:

How and where are you assigning the permissions and the role to the user/group?

So it doesn't show and you can't apply read permissions. Not that I need to, but it wouldn't be possible to only give someone view rights for, say, host data, but not the network config?

I had been trying in Global Permissions in Administration. Going to VMs and Templates and applying the permissions to the datacenter ended up working.
