when I create a portgroup in esxi6.7 and add it to a vm the vm cant seem to find the network can anyone tell me why it does this ..?

A few things. I moved this post to the VMware vSphere forum as it is not really related to VMware Tools.
When you create a virtual switch it must be backed by a device (physical NIC) to enable communication outside the host. That pNIC needs to be connected to a physical switch that can communicate to every host in your cluster. In addition, the proper VLANs need to be set or none at all. None would allow any portgroup to communicate to any portgroup within the cluster. THere is a great write up on how virtual switches work. This changes somewhat with NSX but not much. I suggest reading through this first. I also suggest verifying inter-host connectivity as well as which VLANs (if you are using them) are trunked to where.
