Activate an Email Compliance Policy with Exchange Online/On-Premise, problem with outlook app

We are trying to activate the Email Compliance Policy to have only administrated devices accessing the ActiveSync in Exchange Online- and OnPremise.
Therefore we activate the rule in the global policies and enforce the change by  entering the code after checking the change for OnPremise and Online.

We accept only managed iPhones and iPads in the company. Most of the users have installed the ' Outlook App'  on their devices.

Now we have the problem, when we activate the global rule for accessing the ActiveSync in Exchange, all devices with an outlook app will be blocked, while the iPhone/iPad itself still working. All the users receive a block message which enforces a lot of trouble, the user could not work anymore.

How could we solve this problem, to have only managed devices in the invironment?

Could you please explain the steps you did  ?
We are looking at options to restrict ony managed devices from accessing EXO.
