Issue with corporate shared device removing apps when a user logs out

Hello Community!

I am fighting an issue where on a corporate shared device a user will log out using the Hub app and a random app will be removed and will show removed confirmed in the troubleshooting logs. Whats weird is its not every app or the same app every time. My experience is that when a user logs out the apps stay installed until the next user logs in. I really need the apps to stay as we use a VPN app that once deleted requires a full device registration again. Meaning its getting removed sometimes and we have to register the device again with our VPN app.

It sounds like some of the apps are authorized at the user level  instead of  at the OG , we have all of our shared device go to a default OG = to the one the user will log in using and have all our apps mirrored for both OGs that way it never pulls them,  however when I personally log in to a shared device using the same OG a user would  several apps are added since my test account is listed under additions in many smart groups.
