on Samsung devices (Android 13 ) (tested on several models), with Launcher 23.04, Phone app allowed. but outbound calls were blocked, and no blocked application messages.
only when the number is dialed on the keyboard, it just disappear.
Fix come with 2 hidden apps :
com.samsung.android.incallui
com.android.server.telecom
the same issue was already mentioned in other posts some years ago, but it's still hide & seek to get this kind of information from VMware and/or from Samsung.
