Hi Yong,

welcome to the VMware Communities.

You can create/edit/delete local ESXi user accounts by connecting the vSphere client directly to the ESXi host. Select the ESXi host and click the "Local Users & Groups" tab. Select the Users view. Select a user and rightclick to edit or remove the user, or add a user. Or rightclick in the blank space to add a user.

Regards, Robert

If you are trying to do a bulk change, you could user PowerCLI. Something similar was answered by LucD: http://communities.vmware.com/thread/271269

There's also a post about the issue: http://vcp4.wordpress.com/2010/03/28/how-to-create-user-account-on-esxi-host-directly-using-powershe...

You can create local users using host profiles, but this requires an Enterprise Plus license.
