Problem installing license server

I have a new vCenter 4.0 server up and running and have added my new vSphere 4 licenses. Everything seems to be working fine.

We will be replacing our VirtualCenter 2.5 server entirely, so I'm trying to install the Stand-Alone 3.5 license server on my new vCenter 4 server so that it can server the licenses required for my 3.5 hosts until they are replaced with 4.0 hosts.

The install gets about 3/4 through and then generates an error indicating it is not able to start the service. A retry fails, and hitting cancel backs out the entire installation.

The server is a Windows 2008 Standard w/SP2 x64. Is there a trick to getting this installed that I'm missing?

The problem is Windows Server 2008, cause old vCenter Server was designed only for 2003.
