vCenter install aborts: error 25013 Setup failed to configure the Windows firewall

Having difficulty Installing vCenter - it proceeds most of the way through, the stops with error:

Error 25013 Setup failed to configure the Windows firewall

The only option is to click OK and install rolls back. CANNOT PROCEED.

Firewall was on due to group policy. Disable policy and was able to turn it on or off.

Tried turning Windows Firewall off. No change. Turned firewall on. No change.

Using all default ports.

maybe try to install the .net framework first, then run the vCenter install again?

@Troy - Interesting point. I had googled this error message and received many links to Microsoft stuff - most of it to do with .net.

So I double checked that .net was installed. All versions (ver. 1, 2 and 3.5) were already installed and all updates, important or optional, were already applied.
