That information is WAY out of date, VMware certifications haven't had an expiry associated to them since 2019 when they began being titled after the year rather than a product version.

If your VCP is VCP-DCV 2020 or 2021 or 2022 you can update it to 2023 by just passing a single exam on either vSphere 7 or vSphere 8.

If you previously passed the exam on vSphere 7 you can’t attempt it again so would have to do the exam for vSphere 8.

If your VCP is VCP-DCV 2022 you have an alternative option of taking authorised training to give you the credit to update to VCP-DCV 2023 - you don't even need to do an exam.
