Missing Nearly All Workflows - New vRO Install

I just deployed vRO 7.1, following the documentation and now at Chapter 8 (Configuration Use Cases and Troubleshooting) I am supposed to "Register Orchestrator as a vCenter Server Extension" however I do not have a "vCenter" workflow or hardly any workflows at all for that matter. I've confirmed that the vCenter, and every other plug is enabled and also disabled/restarted & enabled/restarted just in case. Please tell me what I'm missing?

I was able to resovle this: Control Center / Troubleshooting / Force Plug-Ins Reinstall

Sadly, another example of poor VMware QA

Did you change your database, during/after your deployment?

I have primarily seen this, when changing database.

The default database right after deployment of the vRO Appliance, is the embedded Postgres database.

If you changed the database to e.g. MS SQL, this can sometimes happen.
