Vmware Fusion is not limited to 2 Vm's (or otherwise called guests).
I've ran up to 15 vm's concurrently and as far as I am aware the only limitation is your hardware.

I would like to own a Mac capable of reaching that limit.
You could just run very small guests - you always wanted 24 DOS VMs, right?
Who needs an OS? I can always enter the BIOS on twenty four VMs! Just enough BIOS (JeB™) - the craze will be catching on soon - just wait.
