Transport Zones define the boundary of logical networks. There will be use cases like (DMZ,DC, Cluster ,Workload specific) TZ to be created or a combination . For the same reason hypervisors and edges might fall under 1 or more Transport zones.

I have tested (nsx-t 3.0, vsphere 7.0) 2 transport zones on esx-transport nodes. You can use multiple transport zones per vds. This did not create more vteps.
But creating a 2nds transport zone on the edge on the same nvds is not allowed. (i have not tested multiple nvds on the edge)
Documentation says:Create an NSX Edge Transport Node
'An NSX Edge can belong to one overlay transport zone and multiple VLAN transport zones. An NSX Edge belongs to at least one VLAN transport zone to provide the uplink access.'
