NSX Edge Design

If we want to implement the design shown below for NSX Edges, our ToR should be L2 or L3. Could someone please assist?

Looking at the reference design recommendations, in order to optimize the protection Edge VM's mobility must be restricted to the hosts in the rack and "Peering should always be established to the local ToR switches only.", pointing out to use L3 ToR.

In this design you should use layer 3 and peering to the local tor switches. For best performance use 2 different uplink vlans for the uplink peering.
