I recently reinstalled my host OS (2003 EE) and Workstation now only allows me to select 1 processor. My hardware is a Dell Precision 690 with a quad 2.66 quad xeon processor. It used to allow me to select two.

Are you sure you installed 2k3 with a multiprocessor kernel ? Do you see more than one CPU in taskmanager ?

Your log file didn't had entries like
Jun 18 21:20:54.750: vmx| CPUID[1] level ...
which should be there if the hosts uses a multiprocessor kernel.
Look at devicemanager > computer
Which type is listed there ?

Don't know and don't care - I don't fish for points - just for interesting problems
Changing hal is possible - you should change to "ACPI Multiprocessor PC" - but you use DELL - which is always different.
The fact that you install "standard pc" either means that you
- have a strangely tweaked install CD
- manually selected that HAL at F5 time of installation
- or have something set in BIOS that disables ACPI
If first - then you may not even have that ACPI kernel in your install files ???
If the last is the case - it would probably give better results to do a fresh install after changing BIOS accordingly..
If you just setup the host recently I would recommend a fresh install anyway

When I reinstalled the OS I saved the original boot drive image. I see several ACPI files acpi.sys, and acpiex.sys, halacpi.dll files (among others). Should I google each file to see which of these I need? Is there a more effective method? As you can see I am an application person.

Don't change files manually - a dirty way would be to "update driver" driver from device manager and then pick ACPI multiprocessor PC
- but if I remember right there is a more recommended way - it was posted in Converter forum if I remember right
