more than Abilash points, these virtual machines might not properly registered after may be some issue such as restored from backup or recovery. just do v Motion to another ESXi host and the problem might get solved
You get it when there is resource contention and the usage is high than the configured threshold. To see what is causing this error you can select the entity and go to alarms tab. It will show you what alarm/alert has been triggered.
