I notice a pre-req for vCenter HA is a 3 node cluster.
I have a Dev 2 node cluster. Is it possible to get HA up and running in the environment?

If you run vSAN then HA requires a minimum of three hosts, otherwise two hosts is the minimum.
Should have made it a little clearer. I would like to enable VCSA HA (new feature for 6.5) on a 2 node cluster (not ESX HA or VSAN HA).

You can still enable vCHA on a 2-node ESXi cluster, but it will somewhat defeat its purpose unless this is a training environment. One host will have to run two components, and if that host goes down a failover will not occur.
