Vcloud director error gray console page

After installing vcloud director on RHE 6.5 web console fails to open, page is just a gray back ground, which then times out.

Cell.log screen shot attached. Error starting application: Unable to decrypt encrypted property: "jms.user.system.password". Message: Error decrypting data.

Service vmware-vcd status comes back as vmware-vcd-cell is dead, but pidfile exists.

Some help to resolve this would be great

Is this a standalone cell or multi-cell environment?

You did the standard installation or using a response file?

Sorry I should have put that in, its a single cell, self signed SSL' its a standard install with a response file for future cells, I have reset the folder and file permissions to vcloud:vcloud, also redone the certificates, checked DNS checked database (SQL 2008)

If this is a brand new environment, can you just wipe the database and start from scratch.

If you cannot wipe the DB, can you run this query against it and let me know if you have any results:

SELECT * FROM config WHERE name = 'jms.user.system.password';

I droped dtabse I recreate database but the result is the same.
