I'm using vSphere Client version 6.7.
i have a cluster in data center which today, suddenly, a new VM appeared in the cluster.
i'm not sure who moved it or what happened exactly.
what i'm looking for is some log or interface where i can find the answer to how the VM added/restored maybe into the cluster.
i'm not sure what is the method of tracking this but i'm looking for something like: "user123 moved VM name VM1 to cluster XYZ"

You could try this way: Click VM -> Monitor -> Tasks or Events
Or
Check the VM logs files: ESXi/ESX hosts store virtual machine-specific logging in the same directory as the virtual machine's configuration files.
The default log file name is vmware.log.
There are various actions which could result in this - examples: a new VM, a clone, deployment from a template, a migration from a host outside of the cluster, adding an unregistered VM to the inventory.
Review your events at the cluster level.
