disk resize after sysprepred template deployment

When I deploy a vm from a 2003 template, before it is initially powered on, I rezise the disk (C drive) to the size I want. Then after booting it up and going through the whole mini sysprep setup and booting into windows, the disk size did not change to the new size I specified. why is that?

I remember i was able to do this before without booting to another utlility and running diskpart

I have never seen this possible without other methods other than simply changing the size of the C: drive prior to mini setup running.

I typically use a helper VM for resizing system volumes.
